Metro Manila is currently under Modified-Enhanced Community Quarantine (MECQ) after nearly 3 months under a more strict Enhanced Community Quarantine which saw government offices like SEC Philippines shut, and required all communication and submissions to be done via the web.
These filings like amendments in a companies shareholders or company registration documents as well as General Information Sheets (GIS, annual compliance for all businesses in the Philippines) were required to be filed on time electronically, with the instruction that physical copies will need to be submitted after the ECQ is lifted.
Under MECQ businesses may begin to operate (though figure out transportation for their staff on their own for now), this includes government agencies that have taken the Department of Labor and Employment’s advice and implemented skeletal workforces and WFH arrangements.
They have also announced through a memorandum circular yesterday, that beginning immediately all filings that need to be submitted physically must be done through courier and the SEC Express Nationwide Submission system (SENS). This must be sent to their main office as all satellite office remain closed.
Under the new process, the SEC will no longer provide stamped received copies when submitted via courier, certified true copies of documents can be requested 2 to 3 months after initial submission.
