Who Needs PhilHealth?

PhilHealth coverage is mandatory for the following individuals and entities:

  1. Formal Sector Employees: This includes all government and private sector employees and household helpers (kasambahays).
  2. Self-Employed Individuals: Professionals, freelancers, and small business owners who do not fall under the formal sector.
  3. Overseas Filipino Workers (OFWs): Filipinos working abroad, whether documented or undocumented.
  4. Indigent Members: Identified by the Department of Social Welfare and Development (DSWD) as low-income earners.
  5. Sponsored Members: Individuals whose contributions are paid for by another individual, government agency, or private entity.
  6. Lifetime Members: Retired individuals who have reached the required premium contributions.
  7. Senior Citizens: Elderly individuals who automatically qualify for coverage.

PhilHealth Contribution Rates for 2024 and 2025

For 2024 and 2025, PhilHealth has set the premium rate at 5% of the member’s basic monthly salary. The contribution is shared equally between the employer and the employee, each bearing half the total premium. The minimum and maximum monthly essential salary bases are ₱10,000 and ₱80,000, respectively.

Contribution Calculation:

  • Minimum Contribution:
    • Monthly Salary = ₱10,000
    • 5% of ₱10,000 = ₱500
    • Employer’s Share (50%) = ₱250
    • Employee’s Share (50%) = ₱250
  • Maximum Contribution:
    • Monthly Salary = ₱80,000
    • 5% of ₱80,000 = ₱4,000
    • Employer’s Share (50%) = ₱2,000
    • Employee’s Share (50%) = ₱2,000

Submission of PhilHealth Contributions

For Employers:

  1. Preparation of Premium Remittance Form (PRF):
    • Employers must prepare the Premium Remittance Form (PRF) reflecting the contributions of all employees.
  2. Payment Options:
    • Over-the-Counter: Payments can be made at accredited collecting agents, including banks and payment centers.
    • Online Payment: Employers can remit contributions through PhilHealth’s accredited online payment channels, such as online banking services.
  3. Submission of Reports:
    • After payment, employers must submit the remittance reports, including the payment receipt and the accomplished PRF, to the nearest PhilHealth office or via electronic submission channels.

For Self-Employed Individuals and OFWs:

  1. Preparation of Payment Slip:
  2. Payment Options:
    • Over-the-Counter: Payments can be made at any PhilHealth office or accredited collecting agent.
    • Online Payment: Self-employed individuals and OFWs can use PhilHealth’s accredited online payment channels.
  3. Submission of Proof of Payment:
    • Individuals must keep the official receipt as proof of payment and may need to submit it to PhilHealth upon request.
