Did you know that aside from the Department of Environment and Natural Resources (DENR), the Laguna Lake Development Authority (LLDA) also has the authority to review and approve or disapprove plans, programs, and projects proposed by local government units, government agencies, public corporations, and private enterprises? However, this authorization applies only within its jurisdiction, as stated in Republic Act 4850. Businesses operating in the area must comply with environmental regulations, including submitting the LLDA Quarterly Self Monitoring Report to ensure adherence to environmental standards.
The Provinces and Cities under the LLDA Jurisdiction are as follows:
- Laguna
- Rizal
- Cavite
- Batangas
- Quezon
- Caloocan
- Marikina
- Pasay
- Pateros
- Taguig
- Manila
- Muntinlupa
- Pasig
- Quezon City
Any projects of local government units, government agencies, public corporations, and private enterprises in these locations must secure a permit from the LLDA before operating. Failure to comply will result in violations and administrative fines, as outlined in the LLDA Quarterly Self Monitoring Report.
Permits, clearances, and reports that should be applied and submitted to the LLDA include the following:
- LLDA Clearance– secured only once unless there is any modification with the project.
- Self – Monitoring Report (SMR) – submitted quarterly to LLDA
- Discharge Permit (DP)- annually renewed
- Pollution Control Officer Accreditation– 3 day training and accreditation is done once but needs to undergo refresher training annually.
If your project is under the LLDA Jurisdiction, you should know what to submit to DENR and to LLDA to avoid violations and penalties. Triple i Consulting’s Environmental team will be happy to assist you with your needs when it comes to permitting requirements with LLDA. Contact us today!
