In previous years, the ENVIRONMENT has only four general components, the Land, Air, Water and People.  However, due to CLIMATE CHANGE with significant contributions from human activities and urban development, disasters are frequently experienced, particularly in the Philippines.  As such, DISASTER RISK REDUCTION and CLIMATE CHANGE ADAPTATION principles have been established.

Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) have been in the Philippine mainstream for quite some time.  The country is an archipelago and inconveniently located in the Pacific “Ring of Fire” where disasters usually arise, such as volcanic eruptions, typhoons, landslides, earthquakes, floods, etc.  Such calamities could pose threats to human safety and health, destroy businesses and properties and bring fatalities.  These two concepts have been recently included in the Philippine Environmental Impact Statement System (PEISS) since the last quarter of 2011 under the DENR Memorandum Circular 2011-005 also known as Mainstreaming Disaster Risk Reduction and Climate Change Adaptation in the PEISS.

The PEISS is the notion behind the Environmental Impact Assessment (EIA), an activity conducted in order to predict a certain project’s beneficial or adverse impacts to the environment and to plan mitigation and enhancements for Environmental Compliance Certificate (ECC) application.
