Technical Education and Skills Development Authority (TESDA) is the regulatory body that provides direction, policies, programs and standards towards quality technical education and skills development.  Thus, for training institutes involving technical and vocational skills or schools that will provide certified competencies, TESDA is the governing agency.  Basically, TESDA is the regulatory body that oversees compliance to state promulgated minimum standards by ensuring the quality of all Technical and Vocational Education and Training (TVET) programs being offered to the public.

Language schools have multiplied tremendously over the past years as an offshoot of the booming BPO industry in the Philippines – it is generally a regulated institution under TVET programs.

Common language schools maybe delimited to tutorial and classroom instruction set-up, this does not include, of course, the language instruction taught in regular schools as part of law mandated curriculum. In order for a language school to qualify for accreditation in the TVET program of TESDA, it must be able to pass the requirements of registration. Very basic to obtain accreditation is the capacity of the language school to provide a curriculum to its students which will be the basis of the language school to issue a certificate/proof of competency of the training or instruction provided to its graduates.

The licensing process involves evaluation of the language school’s capability to conduct training to its students through its teacher’s competency, facilities, the viability of the programs being offered and academic rules to be imposed, among others.

On the other hand, the tutorial types of language schools are generally not required to register with TESDA. This is because tutorials do not usually issue state-recognized certificates of competency. Thus, for those who intend to establish a language school in a one-on-one instruction basis which purpose is not competency or skills training, then TESDA accreditation may no longer be required.
